“A 21st CENTURY BORDER FRAMEWORK”
IN 2012, U.S. GOVERNMENT PARTICIPATED IN NUMEROUS SECRET NEGOTIATIONS WITH MEXICO AND BRAZIL

While the details about U.S. negotiations made during Janet Napolitano’s high-level group meeting with Mexico were not revealed, it is reported that she participated in the meeting hosted by the Department of State to discuss “the Department of Homeland Security’s (DHS) coordination with Mexico to implement a 21st Century border framework.” It is also known that the meeting, held in September 2012, followed two similarly purposed meetings in Brazil, one each in April and July, during which the U.S. negotiated visa-less travel between the two nations. In December 2012, she met for over two-and-a-half hours with Mexico’s Interior Minister Miguel Osorio to address issues pertaining specifically to migration and the security of their respective nations.

Do congressional leaders not know or are they just hoping we won’t find out?
